So, for those countries, we added an entry into the Postal Code table for each state so they would show up in the drop down. E-commerce would force the selection of a state if any state for the selected country existed.  Since (by default) not all states are populated for countries, we had customers who couldn't enter their correct address (they had to choose from one of the existing states).  We went the opposite route and removed all international states from the postal code table.
