We are experiencing similar issues here. We create a 'HelloWorld' plugin following the instructions, but the project can't find and of the DevExpress dll's. By searching, we find most of them within the Intperprise install, but if we manually set the references, we still get "... can't find file or dependency.." errors ... please tell us exactly what is required to build plugins with regards to DevExpress. You don't need the Web stuff.
