We set up an item and set it with a Sales Tax Option = "item" and then Tax Code = " NO TAX" yet when I drop this item on a sales order for a local taxable customer, the item is taxed. Shouldn't the item tax override the customer tax flag?

We had to turn off the switch in the Customer preferences called Get Tax Code From Customer. That way the code on the item determines the taxability. So the item can either be set to Customer or Item.

Are you saying that if a non-taxable customer buys a taxable item the transaction will be taxed?
Or conversely, if you set the flag the other way, if a non-taxable item is bought by a taxable customer, the transaction will be taxed?
I have to test that.
